Procedure for use of Open Tender under section 96 of the Act, the threshold for national advertising envisaged under section 96(2) and (5) of the Act as specified in the matrix in the Second Schedule to the Regulations 2020 were applied.

The items were included in the disposal plan to be disposed in financial year 2025-2026.

Disposal plan was prepared and the Tender was advertised through open tender process.

The tender invitation notice was uploaded in the company website and the public procurement information portal on Monday 11^th December 2025.

Tenders were received and opened on Wednesday 24^th December 2025. at exactly 12:00 Pm at NARUWASCO headquarters Office in the presence of some tenderers.

The evaluation committees were appointed by the accounting officer to evaluate the tenders for the Disposal of decommissioned steel pipes and ductile iron. NRW/DI/37/2025-2027.

The open tender method was preferred for this award. The procedure for open tender method is set out in accordance with sections 96, 97 and 98 of the Act.

The market survey for collection of prices was carried out in Nakuru Town. The prices for this specific tender were confirmed to be within the market price index.

Basing on the evaluation’s forms filled by the Ad hoc evaluation committee, it was confirmed that the forms were derived from the criteria set forth in the tender document.

Non-Technical Requirements

The water meter manufacturer must guarantee that the meter will perform at its optimum accuracy throughout its lifespan with only the removal of silt. 

Manuals: Maintenance & Installation manuals and data sheets (in English) shall be provided.

The tests must be conducted by a Kenya National Accreditation Service (KENAS) Accredited Meter Testing Laboratory such as KEBS
